These pictures show sites the
Highlands Council has identified as appropriate for more growth under
the "Transfer of Development Rights" program. This program allows
landowners who can't develop their property due to the Highlands Act to
sell the development rights to a builder, who then constructs the
project on one of the designated 'Receiving Zones". The sites on this
page, which include a sampling of sites within the Preservation Area
where development is supposed to be strictly controlled, are completely
inappropriate for development, as they contain waterways, wetlands,
slopes, and other environmental constraints which should exclude
further development.
